A village from 1854, subdivisions since
Stittsville began in 1854 around Carp Road and Hazeldean Road, in what was Goulbourn Township. After the 1870 fire, the village came back along the new Canadian Pacific line. Goulbourn joined Ottawa in 2001.
Neighbourhoods include Amberwood Village, Forest Creek, Jackson Trails, Poole Creek Village and Upcountry. In 2021 the ward had 40,889 residents.
For a plumber that mix of ages matters. A house near Old Stittsville can have had pipes and fixtures replaced in several rounds, and a Poole Creek house may still have its original builder parts.
New homes and the backwater valve
Ottawa made the valve mandatory on new houses after many homes had basement backups when sewers surcharged in heavy rain, so a subdivision house built under that rule has one. The owner looks after it: on the maker’s schedule, ahead of forecast storms, with the access cover kept tight.
In a newer street, tell the company where the access cap is, when it was last opened, and where the sump pump discharges. For the rebate side, see our backwater valve subsidy guide and the backwater valve page.
Who owns which pipe
A backup can start in your pipe or the City’s. Laterals change hands at the property line, and where the blockage or break sits decides who pays; a fault straddling the line can be shared. A camera look, described on our sewer camera inspection page, finds it.
Rural lots at the edge of the ward
Beyond the subdivisions, toward Goulbourn’s farmland, a lot may run a private well and a septic system. The City offers free well water testing, and it ties a damaged septic system to E. coli or nitrate reaching the groundwater. On a well, the pump, pressure tank and treatment equipment come into the job. Ottawa homeowners reported $600–$5,000 for a water filter, average $2,580, so ask for equipment and labour itemized.
Water heaters and fixtures
Water heater prices spread wide. HomeStars Ottawa lists homeowner-reported installation costs from $300 to $10,000, average $2,727, and a single reported figure of $300 for a repair. The spread comes from the unit type, venting, supply and access. Fixture work sits lower on the same list: toilet repairs from $142 to $1,000, averaging $344. A running tank or a seal at the base sits in that range; see faucet and toilet repair. The water heater page and the water heater cost guide explain what moves the number.
A gas unit is certificate work under O. Reg. 212/01, separate from the plumbing trade, so ask who holds the gas certificate.
Spring in Stittsville
The City names melting snow and heavy rain as causes of water coming through foundation cracks, and it advises sloping soil away from the house and clearing snow from the foundation. If water is already in the basement, our basement flooding guide lists the City steps, and the sump pump page covers the pit and the pump.
Who you are dealing with
The company that drives out to Stittsville is independent and works the west end; the desk gives it your street and the problem. Its plumber calls, hears the details, and sets a price before any work.
Questions to ask the company
- Does my house have a backwater valve on the sanitary line, and can you show me where its access cap sits?
- Is the problem on my side of the property line, or could it be the City's part of the lateral?
- My lot is outside the urban area. Does the visit change if I am on a private well?
- Will the written quote list the model, the venting or drain work, and HST?
- How do you handle a visit when the house is still under the builder's warranty?
Have this ready for the call
- Street name and the nearest main road: Hazeldean Road, Carp Road, Stittsville Main Street or Huntmar Drive
- Build year, or the builder's possession date
- Whether the house is on City water and sewer or on a well and septic
- Photos of the problem, the equipment label and any valve or cap in the basement floor
Questions people ask
Is Stittsville on City water or on a well?
The subdivisions run on City water. Stittsville is missing from the City’s list of communal well systems, so a lot that is off the mains has a private well. Tell the company which applies to your home.
What is Old Stittsville and why does it matter for plumbing?
Old Stittsville is the original village around Carp Road and Hazeldean Road, founded in 1854. A house there may predate the subdivisions by a century, which changes the valves and fixtures the plumber finds.
Does a rural Stittsville address reach the same company?
The request goes to one company that serves the west end. Give your street, the nearest main road and the postal code in the form, so the company can say on the call whether a lot near the ward edge is on its route.
Where should the sump pump water go on a Stittsville lot?
Into the storm sewer, or onto your own ground at a distance of 1.2 metres or more from the foundation, by the City’s flood-prevention advice. Downspouts should land on permeable ground about 3 metres out. On a newer lot with a narrow side yard, ask the plumber where the outlet can go before you agree to a new pump.
