Where the pipe broke
The location sets the work and the bill.
- Exposed pipe in the basement or utility room. The plumber reaches it without opening anything. HomeStars puts this at the low end of the $500–$2,000 range for a Canada-wide burst pipe repair.
- Inside a wall or ceiling. Water shows up on a stain, a bulge or a drip far from the break. The plumber opens the surface, and the restoration of what was opened and soaked is billed separately, $500–$3,000 on the same guide.
- Under a concrete floor. Cutting the slab adds $300–$1,000 on that guide, and the floor has to be patched afterwards.
- Outside, between the house and the public water supply. HomeStars Ottawa lists a water main leak at $3,250–$15,000. Excavation drives that number.
First minutes
The safety steps are on the emergency plumbing page: close the building shut-off, usually in the basement, and call 3-1-1 if it fails. Health Canada says to shut the power off to a flooded area at the breaker box, and to ask the electrical utility for help if you need it. Photograph the damage before anything moves.
What the plumber does on the visit
The plumber confirms the water is off, finds the break and replaces the damaged section with new pipe and fittings. Worn pipe changes the scope. Where the pipe beside the break is corroded, the visit grows into a section replacement, which HomeStars lists at $800–$3,000. A clean break on an accessible pipe is a smaller coupling job, and HomeStars prices a coupling repair at $400–$700. A pipe that failed because it froze belongs on the frozen pipes page, and a pipe that leaks without bursting is a leak repair.
What drives the price
- Access: open basement ceiling, finished wall, concrete floor or yard.
- Pipe material and how far the wear runs.
- Time of day. One Ottawa firm publishes a diagnostic fee of $240–$280 when the cause is unclear, and offers after-hours service to members of its own plan. Others price it differently, so ask.
- Restoration. Pipe work and drying out are separate jobs with separate quotes.
- Permits, where the work changes the layout: see the permits guide.

Insurance and the water bill
Insurance Bureau of Canada lists sudden or accidental water damage from indoor plumbing among the usual covered events. Keep receipts for emergency work.
The City says the homeowner is responsible for all water used, including water consumed by leaks, and it is charged to the water utility account. If the meter’s leak indicator keeps moving with every tap and appliance off, a leak remains. The City’s high water bill pages also list a Leak Assistance Program.
Who may repair it
A pipe repair inside your walls is plumbing work, and in Ontario that is a compulsory trade: the person holding the torch needs a certificate or a registered training agreement on the Skilled Trades Ontario register. Looking up a name takes a minute; the register guide walks through it.
Who you are dealing with
The plumber who cuts out the broken section works for an independent Ottawa company; the desk only forwards your answers about the floor, the shut-off and the wet surfaces. That company calls, says when it can come and quotes the repair. Water spread across a basement floor is a wider problem, set out on the basement flooding page.
Questions to ask the company
- Is your price for stopping the water, for the permanent repair, or for both?
- Will you replace the whole damaged section, and how far past the break do you cut?
- If the wall or ceiling has to be opened, who closes it, and is that in your quote?
- If more worn pipe turns up once the wall is open, what does it add?
Have this ready for the call
- The room and floor where water first showed, and what is below it
- Whether the main shut-off is closed and whether it closed all the way
- Photos of the water, the stain and the pipe, taken first
- The claim number your insurer gave you, and the property manager's name in a condo
Questions people ask
Is a burst pipe covered by home insurance?
Insurance Bureau of Canada says a home policy typically covers sudden or accidental water damage from indoor plumbing. Cover for the pipe repair itself varies, and damage from freezing may not be covered if you were away in the heating season. Call your insurer before you sign for large repairs.
Why does the plumber cut into my wall or ceiling?
A pipe inside a wall can be reached only by opening it. The plumber cuts an access hole near the wet area, finds the break, replaces the damaged section and tests the line. Closing and painting the opening is usually a different trade, so ask whether it is in the quote.
Will I pay for the water that ran out of the pipe?
The City of Ottawa says the homeowner is responsible for all water used, including water lost to leaks, and it is charged to the water utility account. A meter indicator that keeps moving overnight with every tap off points to a leak, so ask the plumber to check it after the repair.
Is a temporary clamp a real repair?
One Ottawa firm says that when a part is unavailable after hours it may advise waiting for regular hours, to avoid partial or temporary fixes. Ask the company that calls you whether it will replace the damaged section or only hold the leak, and what each costs.
Should I stay in the house after a pipe bursts above the electrical panel?
Water at outlets, a baseboard heater or a panel is an electrical hazard. Hydro Ottawa asks you to stay out of the wet area, call 613-738-6400 for a disconnection, and says it waives disconnect and reconnect fees after flooding. Avoid water-damaged outlets.
